The Multifluide Decree (referred to as AMF throughout the rest of this guide), originally issued on August 4, 2006, and subsequently amended and replaced by the decree of March 5, 2014, refers to this guide to address the “outdoor installation” aspects defined by Article 8, reproduced below:
“Outside fenced areas where ancillary facilities are located, the installation of new sections of transmission pipelines subject to authorization in the open air is prohibited, unless no other safer solution can reasonably be implemented from a technical and economic standpoint, taking into account both the state of the art and the vulnerability of the facility’s environment.”
Installation is carried out in accordance with the provisions of the GESIP professional guide entitled “Installation of Above-Ground Pipelines,” referenced as “Report No. 2006/04,” under conditions that ensure:
– corrosion protection under conditions that guarantee a level of safety at least equivalent to that of a buried pipeline;
– accounting for the stresses borne by the pipeline resulting in particular from the pressure of the transported fluid, support reactions, the weight of the pipeline, thermal effects, weather conditions, and vibrations;
– protection against the risks of damage identified in the pipeline hazard study under conditions that ensure a level of safety at least equivalent to that of a buried pipeline;
– the performance of specific inspection visits;
– the possibility of visual inspection of the entire surface of the pipe and support fittings.
Installation in suspended ducts or galleries, or in tunnels accessible to the public, is considered to be in the open air.
Installation in the open air within tunnels open to road, rail, or river traffic is prohibited.”
