Some operators of Installations Classified for the Protection of the Environment (ICPE) must establish Internal Operations Plans (POI) in order to minimize damage to public health, the environment and property, by anticipating the necessary measures to be implemented to prevent and control major accidents.
The role of POI training
Training for the implementation of the POI is an essential step for a good management of emergency situations. The objectives of this training are multiple. The aim is to put the teams in a position to react safely.
To this end, the training sessions aim to train the "field" personnel, in particular, in the implementation of the various fire-fighting resources, but also to train the personnel in charge of emergency management (DOI, head of the HQ, etc.) so that they can master the coordination of interventions with the external emergency services.
Beyond the training objective, the training sessions must serve as a means of improvement for the implementation of the POI. They should also allow for the evaluation, as they are carried out, of the means of intervention as well as the applicability, in the field, of the strategies determined in the POI document.
Team training
Training in the operational management of a disaster can take place within the establishment itself or within the Gesip training organization. It consists of role-playing exercises that take up the POI scenarios.
It is important to take into account the different situations in which the teams may be required to perform their duties. It is also advisable to involve all the actors involved, both internal and external to the institution, as much as possible.
All individuals involved in emergency response, whether assigned to the field or to the PCEx, must undergo training.
The training of field personnel is essential so that they can master the use and handling of equipment, especially firefighting equipment. This training allows the preparation of exercises and maneuvers.
It is necessary that the teams carrying out missions in the PCEx also follow crisis management training courses with specialized organizations such as Gesip. In addition, internal training programs must be implemented within the institution.
POI practice exercises
Exercises should be aimed at putting the POI into practice both in the field and on the PCEx. It is not necessary to test both simultaneously but both should be tested periodically. Periodicity is, in fact, a key element of POI exercises. The regulations set out requirements. Sufficient frequency is required to practice the full implementation of the POI regularly enough to remind the different actors.
To benefit from this experience, POI drills should be analyzed and recorded. The observers appointed before the exercise is carried out carry out a detailed debriefing to review the positive points, but also the dysfunctions. They must also make suggestions for improvement. This debriefing must then be recorded in a report that is kept available for internal use or for the administrative authorities.
