As regulations are constantly being improved to enhance the safety of industrial sites, the regulatory news for 2022 is still particularly rich, in a context where the implementation of post-Rouen advances is still in progress.
This bulletin presents a summary of regulatory news for the industrial sector in 2022.
A summary of the main regulatory news for the year 2022
For 70 years, Gesip has been a key player in the safety of people and installations. It participates in the elaboration of new regulatory texts. Its publications in the form of technical guides are recognized by the Administration and serve as a reference for the application of the regulations.
Gesip has the expertise, experience and skills to assist operators in their compliance process and in implementing regulatory changes specific to their activities.
Thus, Gesip can offer them :
- a service of regulatory watch service,
- of audit missions,
- consulting missions
- training courses,
- ....
Gesip has developed targeted and short training sessions (duration 3 or 4 hours) on current issues called " Gesip mornings" . They allow the actors of the industrial sector to update their knowledge on both regulatory and technical subjects. The number of participants is limited in order to facilitate the exchange between the trainer and the participants.
The following can be cited:
- the Multi-Fluid Order (MFO) training (MFA) which allows participants to master the content of the Multifluid Order, its annexed regulations and associated professional guides, in order to apply it under the best conditions.
- a morning session dedicated to the evolution of the regulations for the storage of flammable liquids in fixed tanks or mobile containers.

Inventory statements
Training Gesip on the storage of mobile (or fixed) containers of flammable liquids allows to identify the changes in the regulations for the storage of flammable liquids after the accident in Rouen.
Operators of SEVESO sites must maintain an inventory of combustible materials.
This inventory statement should be:
- accessible and available at all times;
- updated on a daily or weekly basis depending on the dangerousness of the products concerned;
- be available in two versions (complete for the management of an accidental event by the public authorities, and summary to meet the information needs of the French population).
The implementation of the action plan on the regulation of flammable liquids is being finalized. The legal texts (decrees) governing the registration or declaration of flammable product sites will come into force in 2022.
News 2022 - Internal Operation Plan
In 2022, it will become mandatory for operators subject to POI to define :
- the measures implemented for cleaning up and restoring the site after a major accident,
- arrangements for to carry out the first environmental sampling in the event of an accident, in warehouses subject to authorization (as of January 1, 2023 for other sites subject to authorization).
New scope of application of the texts
As the scope of application of certain ministerial orders (authorization) has been modified, the sites newly concerned must make themselves known to the prefect before January 1, 2022.
