This technical guide focuses exclusively on access, traffic, and parking regulations for electrically powered (Li-ion battery) construction vehicles and machinery within the boundaries of industrial sites where thermal runaway may occur.

The purpose of this guide is to:

  1. Describe the specific risks and associated hazards of vehicles, machinery, and related equipment.
  2. Propose preventive measures to be implemented, such as rules and guidelines for managing access, traffic, and parking for these vehicles and equipment, as well as the installation of charging stations.
  3. Develop training and awareness programs and establish response procedures for events or incidents involving lithium-ion batteries.

Its objective is to provide insights and analysis leading to a set of recommendations that will enable industrial site operators to establish guidelines for access, traffic flow, and parking for electric vehicles and construction equipment on their premises.

The recommendations in this guide address the risks associated with the lithium-ion batteries required for electric propulsion. They supplement the safety rules already in place at industrial sites for non-electric propulsion systems (lithium-ion): gasoline, diesel, natural gas, etc.

This document excludes:

  1. Vehicles powered by hydrogen fuel cells
  2. Electric and fuel-cell vehicles transporting dangerous goods in accordance with ADR. The latter are covered by a separate Gesip guide.

 

The data in this guide applies to electric vehicles with a battery capacity of no more than 600 kWh.
